DENR-XI launches P15.6M political boundary survey for Davao City

DAVAO CITY, May 21 – The Department of Environment and Natural Resources in Region XI (DENR-XI) recently launched a P15.6 million Political Boundary Survey for District I of Davao City, aiming to define the metes and bounds of 54 barangays. DENR-XI Lands Management Services (LMS) will spearhead the survey which also aims to resolve the existing boundary conflicts in the concerned barangays.

DENR-LMS Regional Technical Director Atty. Felix S. Alicer emphasized that the political boundary survey is one of the priority programs of DENR Secretary Ramon JP Paje.  Alicer said the Local Government Units (LGUs) will not pay any single centavo for the project which is funded by the World Bank. The department aims to finish the project by 2014, he added.

Councilor Atty. Emmanuel Galicia, Jr. who represented Association of Barangay Captains (ABC) President Paolo Duterte during the launching lauded DENR for conducting the survey project. Galicia welcomed the action of the government, noting that District I has no clear and final demarcation line yet.

“Let us make a little sacrifice in order to settle whatever boundary conflicts we are having.  This will be our legacy to District I, so let us try to negotiate,” Galicia stated. In Davao City, the political boundary survey was first launched in District II in 2009 which covered 46 barangays.

The survey in District III was conducted in 2011 covering 82 barangays.  The political boundary survey in District I is contracted to the joint venture of Geograph Solutions Incorporated and Geolane Land Consultants. Political Boundary Survey is one of the activities under Cadastral Survey provided for in Republic Act 2259 or the Cadastral Act.

Cadastral survey is a survey of extensive areas covering a municipality, city or a portion thereof for general land registration proceedings, agricultural development, and other purposes.  It is geared towards establishing project control points, political boundaries and lot surveys. (DENR-XI/JA)
