MATI CITY May 8 – Making a difference in the lives of Davao Oriental constituents has always been the ardent motivation of Provincial Governor Corazon Malanyaon in her governance. In her second term the Governor has created the Rural Entrepreneurship Advocacy for Change (REACH) program.
Implemented through Executive Order # 4 of 2009, the REACH program has two components, all essential in the honing of a better future for the farmers, fisher folks, livestock raisers, among others.
The first component is the training, using four modules designed to compose the four basic steps towards a change for the better, and a change for progress, while Advocacy is the second component.
"Module One or the first level is aimed at re-directing one’s mindset towards the entrepreneurial attitude. This will help them to meditate on their present economic status, and have them craving for a leap from their present status, gradually pulling the out from the notion that planting and addressing their basic needs are enough." says Thelma Tajore REACH Program Coordinator.
“This will help them see how hard they have been working through the years, and how far have they gone in their endeavors,” Tajore added.
Entrepreneurship Farming Management is the second module, putting the participants in a relevant game, creating for them a their dream scenario. There is no dull in the training putting the participants into a game catering to six families.
In here, they will be given the choice on what and how to go to the desired direction, starting from teaching them how to deal with the local market for their products, and eventually gearing towards the export industry. They will be taught on how to process their products for greater market value which will absolutely redound to additional income. They will also be taught on how to acquire farming equipments to enhance production, and most importantly, they will be taught on how to adjust and implement necessary measures should the need arises, like the damage from calamities.
The game has a complete cast, including middlemen, and cooperatives, thus making the game close to perfect and realistic enough for the participants and beneficiaries to dwell into.
To date, Module 1 or the first training had organized 14 batches comprising of 450 farmers, Rural Improvement Clubs (RIC’s), and government employees.
Developed only last year, the second module had 3 batches, composing of 69 participants who successfully graduated from the training.
This week sees the realization of Module 3, as trainors will undergo a trainor’s training scheduled on March 13 to 15, 2012, after which, they will facilitate the training themselves for the beneficiares.
The third training will help in seeing and determining the existing available local resources. Now equipped with what they’ve learned from their “game” in level 2, they will now be situated more realistically, as they will be taught with at least, the basics of Accounting, as they will be ushered in to the real business world.
Giving Access to the market is the fourth module, the output of which is employment generation. The beneficiaries, already businessmen, are expected to employ workers, hence, establishing a more active economic activity for the province.
Tajore added that their priority for the program are the beneficiaries the Integrated Coastal Resource Management Program (ICRMP) in 22 barangays of the province, and the beneficiaries to the Mindanao Rural Development Program (MRDP) in another 6 barangays.
In the trainings, the value importance of changing the mindset and determination are very vital because no matter what the government has done for them, but if they do not possess the values, success if unattainable.
The second component which is the Advocacy is making the people understand what is REACH all about, through barangay orientations. They started the orientation in October of last year, and has been on going.
As yet, 261 individuals had been given orientation, coming from two barangays in District Two ( Brgy. Mamali of the City of Mati and Tagboa of the municipality of Lupon), and the rest came from the First District.
Putting emphasis on the goal of REACH, Governor Cora Malanyaon says “ we should instill to the minds of our beneficiaries, like the farmers, that they are not just farmers, they could do more, and they could have more in life” (Neela Duallo-DAVOR)
