DOH eyes negative-pressure rooms in SPMC

DAVAO CITY- The Department of Health has asked its regional office to canvass the price for the construction of a negative pressure facility in the Southern Philippines Medical Center (SPMC).

Guesting at Kapihan sa Abreeza at the Abreeza Ayala Mall today (August 29) DOH-XI Regional Director Abdullah Dumama Jr. M.D.  said the facility is aimed at isolating potential Ebola Virus Disease patients in the region.

A Negative pressure room uses a ventilation technique which generates negative pressure to the air flow
into the room but does not allow it to flow out.

Dumama said the DOH is preparing for any eventuality in case the Ebola virus is found in the region. However aside from Ebola, the negative pressure rooms can also be used to isolate patients stricken with SARS (Severe Acute Respiratory Syndrome), MERS-COV (Middle East Respiratory Syndrome Coronavirus), Avian Flu and other deadly highly contagious diseases.

“We really need this kind of facility.” Dumama said, adding that in case Ebola is found in the locality medical personnel can handle patients using Personal Protective Equipment (PPE).

Dumama said there used to be an isolation facility intended for SARS victims in SPMC but has been converted into other uses as SARS didn’t enter the region.

Ebola virus disease is a severe disease with a fatality rate of up to 90%. Transmission is through direct contact with the blood, body fluids and tissues of infected people and animals. DavOr town gets P1.7M grassroots participatory budgeting project from DAR

SULOP, Davao del Sur, Aug. 27 (PIA) – The municipality of Sulop in Davao del Sur province has recently been a recipient of a P1.7 million worth of drainage canal rehabilitation project provided by the Department of Agrarian Reform.

The project is part of the P2.9 million funding allocation under the Grassroots Participatory Budgeting (GPB) of DAR, bared Davao del Sur Provincial Agrarian Reform Program Officer Atty. Juancho P. Calud.

Calud said the first project aims to rehabilitate the 1,092 meters of drainage linings through grouted riprapping in Barangay Poblacion which is a catch basin of rainwater cascading from Mckinley ranges being a low-lying area.

Flooding has been a natural occurrence during rainy season in said barangay whose residents have been employing adaptation measures every time flooding happens.

Mayor Jimmy Sagarino expressed his heartfelt gratitude for this long awaited project “which is a lift in our dire need of minimizing flooding in Barangay Poblacion.”

The mayor, who personally received the check, hoped to secure additional funding for this project, saying “but right now, having something to start with is already a big thing.”

Standing to benefit the project are the 7,900 residents of Barangay Poblacion, 104 of whom are agrarian reform beneficiaries (ARBs).

“Once the drainage system is improved, flooding especially along ARB production areas will be minimized, subsequently, it will also minimize damage on barangay roads, houses and other infrastructures,” Sagarino stated.

The mayor added, “Most of all, it reduces fear in the minds of the people every time dark clouds beacon.”

The GPB, previously called Bottoms-Up Planning and Budgeting (BUB), is adopted as a strategy in pursuing the Millennium Development (MDG) of reducing poverty.

DAR is among the 13 national government agencies that implement the GPB. (PIO-DAR Davao del Sur/Yadz Geyrozaga w/reports from Mayet Sasuman)

In the meeting, CDRRM Executive Officer Janus Rafailes and Liga ng mga Barangay Chairman Luduig Von Gervacio reported a retrieval operation of a dead  person  trapped  in a tunnel  in Purok 6, Sitio Tayapoc, Aundanao, Samal District last August 9.

Rafailes said  a concern citizen from the area reported that a person was trapped in a tunnel for five days. Thus, based on the given information, an assessment  and  retrieval operational  was   executed  by the composite team from the City Mayor’s Office CDRRM Division rescue team, Bureau of Fire protection and the Philippine National Police.

At 10:25 in the morning,  the dead body of Mr. John Mijares was found in prone position at about 200 feet deep in the tunnel, bloated and maggots found all over his body.

Rafailes said as per reported to him  Mijares was a self financing treasure hunter and had been furtively conducting his illegal activity in the area for five years and that his other companions had already left him alone.

The report raised alarm to the Council, since many punong barangays confirmed that they also observed treasure hunting and excavations in their area in searched for Yamashita treasure rumoured to be hidden somewhere in the island during WWII.

DILG- City Local Government Operations Officer Rosario Laid urged the Council to intercede on the illegal treasure hunting and or to impose the proper guidelines in the conduct of treasure hunting.

City Prosecutor Fiscal Neopito Magno, member of the council, shared the Presidential Decree  # 1726 guidelines on treasure hunting on government property and  the Civil Code of the Philippines on treasure found in properties belonging to private individual.  He highlighted as well the proper sharing of profits from the recovered treasure.

He said the activity may pose danger to the aquifer for it may affect the water table.  He said the excavated hole can be the passage of pollutants going to the aquifers which may contaminate our water supply. The activity will also disturb the eco-system in the island because it will alter the natural formation of the earth and the plants surrounding the area thus may result to soil erosion and landslide.

Arellano said the illegal treasure hunting also posed hazard to the hunter since the practice doesn’t use proper equipments or gadgets that may cause danger or death. (MTA Samal Info)

DavOr LGU speeds up completion of P256-million irrigation project

DAVAO ORIENTAL, August 27, 2014—The provincial government of Davao Orientalis speeding up the completion of the P256 million Irrigation Project inCateel.

Governor Corazon N. Malanyaon told the team from the Mindanao Rural Development Program, during their site visit in Cateel on Monday, August 18, that the province is doubling its efforts to have the big-ticket project substantially completed by the end of August and hopefully inaugurated by October.

MRDP Program Director, Lealyn Ramosexplains that the agency’s impending transition to Philippine Rural Development Program (PRDP) this year elicits the need to urge local government units to completeall rural infrastructure subprojects, covered under the program,by the end of the month.

The Provincial Engineer’s Office said that in order to fast track completion of the irrigation project, workers and engineers for the past two months have been working on shifts for the daily 24-hour operation.

The engineering team said this is necessary in order to compensate for the times that their operations were hampered due to several disastersthat hit the province, which includes typhoon Pablo in December 2012 that washedout most of the completed diversion works. Earlier this year, another disaster—the LPA-Agatonhit the province, causing another heavy blow to the already recuperating project.

“The construction of the massive project was a matter of surmounting the odds,” said Governor Malanyaon. “It’s a test of our endurance, our patience and our determination,” she added.

To date, the three packages of the project are significantly making remarkable developments. Package one, which consists of diversion works is 91%complete. Package two, which is thecanalization, is now at 92%, while package three for canal structures is 80% complete.

Funded by MRDP-World Bank and the Provincial Government, the Cateel Irrigation Project is touted to be the one of the biggest irrigation projects in Mindanao.

Set to irrigate additional 1,600 hectares of rice fields in Cateel, the irrigation system would tap the huge water reserve of Cateel River to channel its flow to the surrounding rice fields in eleven barangays.

Residents said that most of these wide plains are rain-fed areas and remains unirrigated for many years due to the lack of funding for an irrigation system.

Governor Malanyaon considers this project as a valuable investment to develop the rice production potentials of the province. “We see this irrigation system can help us achieve one hundred percent rice sufficiency level, which in turn can also contribute to the country’s food sufficiency,” she said.

She also stressed that this project would not only help local farmers as it would also aid in boosting opportunities for businesses and create more livelihoods.

TAKING RISKS
Stemming from the governor’s dream of stepping up the province’s food production while opening up more opportunities for local farmers, Governor Malanyaon, earlier in her term as governor, seized the opportunity presented by MRDP to avail the agency’s huge funds for infra projects.

“I was told that there are huge funds waiting to be tapped, however none had availed because of the 50% required equity,” she explained.

Taking the risk, Governor Malanyaon accepted the challenge only to learn,at the time when the proposal was about to be approved in 2011, that the Department of Agriculture will shoulder 80% of the 50% equity supposed to be shelled out by the local government unit.

“It was really a huge surprise for uslearning wegot the biggest slice of the MRDP budgetand was only required a small counterpart,” she said. “Sometimes, God rewards those who take the risks,” she added. (Karen Lou Deloso/DAVOR)

DTI urges LGUs harmonization in investment promotion

DAVAO DEL NORTE, August 20 (PIA) - - The Department of Trade and Industry (DTI) based in the province encouraged recently the local government units in the province to strengthen its investment promotion through standard policies and registration process.

Around 40 office heads in the local government units concerned in investment promotion, business permits and licensing, treasury and assessor assembled on August 13 at Big8 Corporate Hotel to a Forum on Business Permits and Licensing System cum Local Investment and Incentive Code Harmonization in the province.

Romeo Castanaga, provincial director of DTI – Davao del Norte, said that since the establishment of the provincial investment and incentive code, their office advocated to the cities and municipalities to have their codes synchronized with the province in terms of substance and form.

The Davao del Norte Investment and Incentive Code (DNIIC) was enacted last March 2014 containing 11 chapters.

Castanaga said that among the features of the code were the incentives to distressed projects, expanded non-fiscal incentives, and the responsibilities of the registered enterprises, which include an undertaking of a community based corporate social responsibility (CSR).

He added that his predecessor, now Davao City DTI Chief Edwin Banquerigo, formulates the code that encompassed the investment opportunities of the local government units in the province.

Castanaga disclosed that Tagum City was the first one to synchronize its incentive code to the province.

Vedastito Galvez, DTI region XI division chief on investment promotion, said that they are promoting to other provinces as a model the investment code of Davao del Norte.

Galvez said that this code will also help the investment promotion unit in the cities and municipalities to further economic growth in their area.

He also said that aside from the investment and incentive code, their office are also evaluating the possibility of harmonizing the business processing system in the region.

“Some have 5-6 steps to secure business permit, but I think we can still lower it down to 3-4 steps,” Galvez said.

He added that they are still consulting with the concerned offices in the LGU for its implementation. (PIA 11, Michael Uy)

Keeping Mt. Hamiguitan’s untouched beauty

Towering in 5,369-foot height at its peak, Mt. Hamiguitan treasures rare flowers, plants, animals and insects.  I find them truly  amazing.  I stop short of breathing when I see the unending winding rivers and the waterfalls gushing with cool, misty, fresh white water.

I cannot not blink as  I pan my eyes in a wide horizon of thick mossy forest of century-old bonsai trees.   Colourful butterflies in variety of species are flying around  a hidden garden amidst dipterocarp forests, underneath grow  various types of plants. Among them are endemic orchids and rare carnivorous pitcher plants. As I look up the sky, eagles are flying at the horizon brightly  lit up by  the sun which rays refreshingly blend with cool mountain breeze .

This was how Mayor Justina Yu of San Isidro, Davao Oriental recalled her experience with Mt. Hamiguitan when she first climbed it in 1992 to explore it with 34 other municipal officials.  She got interested to take the climb after a visit of an old Mandaya Chieftain, Daramba Bago who told her, sometime in 1965, about  the rich forest of  Mt. Hamiguitan.

Her uphill climb went on  for years beyond 1992 as she fought to protect the mountain and its treasures against miners and loggers. Such quest resonated beyond  the borders of her town, touching the consciousness of officials in neighbouring towns of Governor Generoso and the city of Mati to protect Mt. Hamiguitan from the lure of mining and logging money.

Mayors Vicente Orencia of Governor Generoso, Carlo Rabat of Mati and Yu have come to a common ground of protecting and conserving Mt. Hamiguitan (including its buffer zones) which  straddles across their towns. Orencia pitches total prohibition of entry into the buffer zone shielding the mountain range; Rabat calls for uniform LGU policies to protect it,  while Yu still wages her battle-cry against mining and illegal logging.

The call  and quest to protect  and  preserve Mt. Hamiguitan echoed through the halls of Congress  with the passage in 2004  of Republic Act  9303, An Act Declaring  Mt. Hamiguitan Range Wildlife Sanctuary and Its Vicinities as Protected Area, through efforts of then Congressman Mayo Almario, now  the vice governor of Davao Oriental.

Lately, Provincial Governor Corazon Malanyaon successfully put Mt. Hamiguitan on the world’s pedestal of wildlife and nature protection.  On  June 23, 2014, the United Nations Educational, Scientific and Cultural Organization (UNESCO)  inscribed it as a World Heritage Site.

The process of getting the nod of approval of  the UNESCO World Heritage Committee was long and arduous.  The provincial government team spearheaded by tourism consultant, Cynthia “Ging” Rodriguez, took six long years to comply the standard documentation requirements of UNESCO. It was, however, through the leadership of Malanyaon that wide stakeholders’ support came together and moved forward efforts to gain UNESCO’s much-coveted inscription.

While thanking the World Heritage Committee for the inscription of Mt. Hamiguitan, Malanyaon vowed to protect and conserve its “universal value and integrity”. “The conservation of this property is the Filipino people’s gift to humanity,” she said before officials and members of the World Heritage Committee during its 38th Session in Doha, Qatar.

Mt. Hamiguitan Range Wildlife Sanctuary  which  straddles in  a land area of 16,923 hectares with a buffer zone of 9,729 hectares based on UNESCO’s documentation, stands as the only UNESCO-inscribed site in Mindanao.  It is the only mountain range in the Philippines categorized as a World Heritage Site and the sixth UNESCO-inscribed wildlife sanctuary in the world.

It came in as the sixth UNESCO World Heritage Site in the Philippines. Others earlier inscribed were the city of Vigan (Ilocos Sur), the Baroque churches of the Philippines (the Miag-ao Church in Ilo-ilo, the Paoay Church in Ilocos Norte, the San Agustin Church in Manila and the Sta. Maria Church in Ilocos Sur), the Rice Terraces of the Philippine Cordilleras, the Tubbataha Reef Natural Park and the Puerto Princesa Subterranean River.

The UNESCO inscription of Mt. Hamiguitan Range Wildlife Sanctuary surely is a beacon for visitors to site-see what’s in the mountain but strict regulation policies  still keep off  curious people. Besides,  Governor Malanyaon has made it clear that  protecting Mt. Hamiguitan is the  paramount reason of seeking  UNESCO’s inscription. There are plans of creating an “interpretation site” , for tourism purposes, to give a glimpse of  what’s in Mt. Hamiguitan but up to this time,  the mountain is still closed to so-called recreational trekkers.

Only very few have scaled the heights of Mt. Hamiguitan to see nature’s  wondrous beauty it has long been keeping at its bosom.  The public in general can only imagine  and marvel at  bounty of its flora and fauna based on pictures and written accounts  of those who have gone there. People’s imagination is better kept that way and leave Mt. Hamiguitan  with its untouched beauty.  (Jeanevive Duron-Abangan, PIA XI)
