Sa ComVal: 236 Brgy. Implementers nakaapil sa Good Nutrition Promotion Training

COMPOSTELA VALLEY PROVINCE-----Miabot na karon sa 236 Barangay Implementers nga gilangkoban sa Barangay Nutrition Scholars (BNS), Barangay Health Workers (BHWs), Council of Women Leaders, ug Parent Leaders diha sa mga kabaranggayan ang nakakumpleto sa usa ka adlaw’ng training sa “Good Nutrition Promotion” nga libreng gitunol sa probinsiya pinaagi sa Provincial Nutrition Council nga gipanguluhan ni Provincial Nutrition Council Chair Governor Arturo “Chiongkee” Uy.

Duha ka adlaw ang gitunol nga libreng training diha sa ComVal Hotel sa Nabunturan, ug tumong niini nga kadtong mga miapil masangkapan sa dugang kahibalo sa pagpromotar sa Good Nutrition nga dako’g ikatabang sa mga tahas ug buluhaton nga gisalig kanila sa probinsiya diha sa padayong pagtunol ug serbisyo sa panglawas ngadto sa mga katawhan diha sa mga kabaranggayan.

IGaCoS holds integrated pest mgt farmer's field school

Island Garden City of Samal, October 30, 2013 (PIA) - Twenty six farmers of Sitio Malacoma, Barangay San Antonio, Babak District graduated in the Integrated Pest Management-Farmers’ Field School (IPM-FFS) on vegetables conducted by the city government of Island Garden City of Samal Agriculture Office in coordination with Davao del Norte Provincial Agriculture Office on October 18.

 “Daghanang among nakat-onansa IPM-FFS, sama sa pag-ila sa nagka daiyang peste ug paagi pag sumpo niininga eco-friendly  ug dili mo gamit og kemikal nga makadaut sa kinaiyahan ug sa panglawas”( we had learned a lot in IPM-FFS, like identifying kinds of pest and eliminating it using eco-friendly  and beneficial to health and environment), IPM-FFS Graduate Joly Anne Burillo said.

Burillo said they were grateful to the local government for the program, they were able to learn how to make organi cfertilizer which help increased their vegetable yield.

City Agriculturist Engr. Ana Lea Zapanta appreciated the achievement of the farmers for graduating in the four months hands-on agriculture thereby updating their knowledge and skills on new agriculture technologies.  She challenged the 26 graduates to be model farmers in the barangay whoemphasized environmentfriendly farming practices.

City Council Committee Chairman on Agriculture Ruel Bantillo commended the farmers  who patiently  sustained  in their IPM-FFS   four months schooling  recognizing their great role in attaining food security. He applauded their continuous knowledge updating necessary in meeting present farming challenges.

Barangay Captain Jessie Abcede applauded the 2nd batch IPM-FFS graduate of Barangay San Antonio andwas also grateful to the city government for continuously supporting the barangay particularly in their agriculture sector.  He encouraged his constituents to practice what they’ve learned that will help uplift economy of their barangay.

“Ang Farmers’ Field School is one  way of bringing the government closer to the people”, agriculture has a big role in our life tungod ang kinabuhi sa tawo nagsukad sa agrikultura (our life started in agriculture)”,   Deputy Mayor Rodolfo Dalumpines representing Mayor Aniano P. Antalan said.

Dalumpines emphasized the great help of the City government in agriculture’s programs and projects in winning the Regional Nutrition evaluation 2012 as Green Banner Awardee. He encouraged the graduates to practice what they’ve learned particularly the practice of organic farming.

Medals and certificate were also given to the IPM-FFS graduates lead by City Councilor RuelBantillo with City Agriculture Officer Engr. Ana Lea Zapanta, Agriculturist II Elvie Lopez,  Deputy Mayor Rodolfo Dalumpines, City Information Officer Melrose Arig and some barangay officials.

On-going IPM-FFS is also being conducted in Barangay Aumbay, SamalDistrict  on rice and  Barangay Libertad, Kaputian District on corn. (melrosesamalcio)

Career Service Exams for Foreign Service Officers set

DAVAO CITY- The Department of Foreign Affairs has announced that the examination date for Career Service Examination for Foreign Serice Officer (CSE-FSO) will be on December 15, 2013.
Testing centers will be in the cities of Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legazpi, Metro Manila, San Fernando and La Union.

Applicants for examination must be a Filipino citizen, less than 36 years of age on Dec. 15, a graduate from a four year bachelor’s degree and have undergone employment or have undertaken at least two years of further studies after graduating from college or university.

Application forms can be downloaded from the DFA website (www.dfa.gov.ph) or can be personally secured from the DFA-XI office located at third floor SM City Davao, Quimpo Boulevard.

The forms must be duly accomplished and submitted to DFA on or before November 8, 2013 with Certified True Copy of transcript of records from college or university bearing the seal of the school and the Certified True Copy of diploma or certificate of graduation bearing the seal of the college or university, Proof of past or present employment or further studies.

Original birth certificate issued by the National Statistics Office for those born abroad report of birth duly authenticated by the Foreign Service post, for married applicants-marriage contract issued by the National Statistics Office, 10 pieces photographs 4.5 cm x 3.5 cm colored with white background taken within three months prior to filing of information, Two self-addressed and self-stamped envelopes marked as priority mail and two original valide identification cards and copy of each IDs.

Laak Mayor re-elected LMP National VP

LAAK, COMPOSTELA VALLEY PROVINCE, October 30, 2013 (PIA) – Laak Mayor Reynaldo B. Navarro is unanimously reelected as National Executive Vice President for Operations in the League of the Municipalities of the Philippines (LMP) during its 1st National Directorate Meeting and Election of National Officers on October 2-3, 2013 at the New World Hotel, Makati City.

Mayor Navarro is now serving his third and last term both as Municipal Mayor and as LMP Provincial Chapter President of Compostela Valley Province.

As a consistent member of LMP National Directorate, Mayor Navarro was thrICE elected to the National Executive Committee and held the positions of Executive Vice President for External Affairs (No. 3 in rank) for 2007-2010 term; Executive Vice President for Operations (next in rank to the LMP National President) for 2010-2013 and briefly served as LMP National President in 2012 and voted again as Executive Vice President for Operations for 2013-2016 term.              

Mayor Navarro is the only mayor in Compostela Valley and even in Davao Region who holds such high positions since the league was established.  He said that with his position, he is confident that he can bring the concerns of the Municipality of Laak and even the concerns of all other Compostela Valley town mayors to the National leaders.

Leyte Mayor Leonardo M. Javier, Jr. was elected the league’s president. Among the other officers elected were: La Paz, Abra Mayor Joseph B. Bermos, EVP for Internal Affairs; Caoayan, Ilocos Sur Mayor Germelina S. Goulart, EVP for External Affairs; Peñaranda, Nueva Ecija Mayor Ferdinand R. Abesamis, Vice President for Luzon; Tuburan, Cebu Mayor Democrito M. Diamante, Vice President for Visayas; and Isulan, Sultan Kudarat Mayor Diosdado G. Pallasigue, Vice President for Mindanao.
Mayor Ace William E. Cerilles of Dumalinao, Zamboanga del Sur was elected National Treasurer, while Poona-Bayabao, Lanao del Sur Mayor Lampa I. Pandi was chosen as National Business Manager.
Pandan, Antique Mayor Jonathan D. Tan and Catanauan, Quezon Mayor Ramon A. Orfanel, took on the positions of PRO and General Legal Counsel, respectively.

DavNor strengthens incident command system

DAVAO DEL NORTE, October 30, 2013 (PIA) – Focal persons of Capitol departments involved in the disaster response committee underwent a 3-day training on the incident command system (ICS) in order to beef up the capability of the province to better respond to emergencies.

Reduce ‘D Risk responders, staff of the Provincial Disaster Risk Reduction Management Operation Center, as well as, representatives from the Provincial Health Office, Provincial Social Welfare & Development Office, Provincial Engineer’s Office and Provincial Information Office attended the event.

ICS is a strategy for superior management of multi-agency responses to emergencies to prevent chaos during emergencies.

The participants gained better understanding of the ICS as a vital tool for effective disaster response in the province. 

Romulo Tagalo, Executive Director of the joint Provincial Disaster Risk Reduction Management (PDRRM/Climate Change Adaptation (PDRRM-CCA) Councils said that the activity is in pursuit of Republic Act 10121 of 2010, which seeks to provide effective framework and establish an action plan with strategic and systematic approaches to reduce the vulnerabilities and risks to damages during calamities.

Tagalo, who is also the OIC-Provincial Information Officer, added the law mandated the government agencies and local government units to establish their own ICS as part of the country’s on-scene disaster response system to ensure the effective management of emergency responses.

“Let us support the vision of the Governor Rodolfo del Rosario by managing an effective ICS in the province to prevent or minimize loss of lives, or damage to properties and the environment during calamities,” he said.

In line with his human-centered development thrust known as P.E.O.P.L.E., Del Rosario fused the PDRRM and CCA councils of the province with the aim of hastening the mainstreaming of disaster risk reduction and climate change adaptation into the development and poverty reduction policies and programs of the province.

Comval awards Gawad Saka winners

COMPOSTELA VALLEY PROVINCE, Ocotber 30, 2013 (PIA)-----The local government of Compostela Valley Province awarded the five (5) provincial winners of “Gawad Saka 2012-2013” for their Outstanding Performance and Contribution to Agriculture and  Fish Production Development of the province.

They are:  Mr. Vicente P. Gualberto of Brgy. New Albay, Maragusan as the Most Outstanding High Value Commercial Crops (HVCC) Farmer of Vegetable Category;  Mr. Manuel V. Ocampo of  Brgy. Linda, Nabunturan as Most Outstanding Coconut Farmer and;  Mr. Leo A. Aposacas of  Brgy. Libasan, Nabunturan as Most Outstanding Fish Farmer (Fish Culture Category).

Other awards are Most Outstanding Rural Improvement Club (RIC) given to Mapawa RIC of  Brgy. Mapawa, Maragusan, and Most Outstanding Small Farmer’s Organization awarded to NARCICO or Nabunturan Agrarian Reform Community Integrated Cooperative.

The ceremonial awarding was held last October 21, 2013 at the Capitol Lobby during the employee’s convocation program.  Representing Governor Arturo T. Uy to hand the Plaques and Cash Prizes to the winners were Provincial Administrator Virgilia S. Allones, Executive Assistant IV Isabelo L. Kapalong PNP is acclaimed as region XI best police station

KAPALONG, Davao del Norte, October 30, 2013 (PIA) - Mayor Edgardo L. Timbol of this town commended the Kapalong police force headed by Police Chief Inspector Carl Omar H. Fiel of their award as Best Municipal Police Station for the 2nd quarter of Calendar Year 2013.

It  was conferred  in a recent  Regional Command Conference in Camp Catitipan, Davao City with no less than the PNP Acting Regional Director,  Wency T. Pascual.

The award was based on how Fiel and his men efficiently carried out the PNP’s mandate on performance-based public accountability program which contributed greatly in the over-all performance of its provincial and regional offices.

Fiel just assumed into his post as officer in-charge last February 1, 2013, but has steered his men to work far beyond what is expected from them particularly in keeping on top in the exercise of their  administrative duties and operational capabilities.

It was learned that this is his first time to handle a municipal station after his different assignments in the PNP. He was even deployed with the United Nation Mission in East Timor as UN Police Contingent in 2010.

He served in Camp Crame under the   Personnel Holding & Administrative Unit and later assigned at the PNP Regional Office  XI under the  Regional Operations and Plans Division (ROPD) as Chief of the Operation Section and later on became Chief of Operations & Plans Section.

After his promotion as Police Chief Inspector, he accepted the challenge to act as OIC of the Kapalong Police Station.                  

In a celebration of his 37th birthday and at the same time in thanksgiving of said award, a simple get together party was held last October 24 at the Kapalong Police Station.

P/Senior Superintendent Samuel B. Gadingan, of the PNP Provincial headquarters in his message recognized Fiel and his men of  such remarkable achievement. He stressed that aside from motivating the police personnel to perform even better, the award would definitely give them the advantage when it comes to promotion.

Mayor Timbol also expressed his delight and assured the PNP personnel of his continued support. “I am thankful to Chief Inspector Fiel for this honor given to Kapalong which speaks of his exemplar manifestation of  leadership in the police force.”

It can be noted that Kapalong Police Station was just awarded in July as Best Police Station in police community relation, in its effort to maintain a long lasting partnership with the community specially in intensifying their campaign against all forms of criminal activities. (cj-MIO Kapalong) 

UNDP succeeds in helping typhoon victims earn a living

COMPOSTELA VALLEY, Oct. 30 (PIA)--- The United Nations Development Programme (UNDP) has somehow succeeded in helping Typhoon Pablo-affected residents rise and return to their  normal  life by providing them ways of earning a living.

UNDP Early Recovery Coordinator for Mindanao Winston Aylmer Camarinas summed up the accomplishment of UNDP in  a recent visit to New Bataan where an international official of UNDP was supposed to do an assessment area visit.

Camarinas believed that UNDP made a significant dent in the early recovery stage during which UNDP poured around P35 million cash-for-work for Typhoon Pablo hardly-hit provinces of Compostela Valley and Davao Oriental.

“The impact is basically is more on early recovery. Natabangan sila nga makabangon (They were assisted to rise back to normal life).  We thought we did it.

Camarinas said that the substantial funds poured for Compostela Valley went to New Bataan where UNDP immediately focused on debris management, starting with debris clearing especially the public market.

UNDP rented backhoes and dump-trucks to load out the mass of mud that swamped the poblacion area of New Bataan. It also cleared the rivers and creeks in New Bataan and assisted in restoring schools.

 Even before providing livelihood training, UNDP provided typhoon-affected families, means of earning a living by hiring them to do cash-for-work  jobs in debris clearing, paying them P226 a day or 75 percent of the minimum rate.

UNDP then took steps to turn the debris into sources of livelihood of typhoon victims by providing training on carpentry in coordination with the Technical Education and Skills Development Authority (TESDA).

“They made (pieces of) furniture out of drift woods,” Camarinas said.

Davao City LGU sets speed limit for all motor vehicles

DAVAO CITY, Oct 29 (PIA) The local government of Davao City has stepped up its campaign against overspeeding and reckless driving by setting the speed limits for all kinds of motor vehicles within its territorial jurisdiction.

Mayor Rodrigo Duterte signed Tuesday, Executive Order No. 39 Series of 2013 tempering the speed limit within the city limits as he invoked the interest of public safety and order.

Under the new executive order, all motorists must observe maximum allowable speed at 60 kilometers per hour only from Sirawan to Ulas Crossing, Lasang to Panacan, Calinan to Ulas Crossing, Carlos P. Garcia Highway-Macarthur Highway to Panacan; 40 kilometers per hour only from Ulas to the bridges of Generoso and Bolton, Panacan Crossing to J.P. Laurel Avenue-Alcantara Junction, Ma-a Road from the Diversion Highway to the MacArthur Highway; and 30 kilometers per hour from J.P. Laurel Avenue-Alcantara, Buhangin Crossing Milan, C.P. Garcia Highway-Bacaca and C.P. Garcia Highway -Angliongto Street to the bridges of Bolton and Generoso.

He said the existing traffic laws are no longer responsive to the current traffic situation in the city due to many factors as a result of urbanization.

Duterte stressed that Local Government Code of the Philippines grants local government units the power to regulate traffic on all streets and bridges within their territorial boundaries and to enact measures that will enhance the public health, safety, convenience, maintain peace and order and promote the general prosperity of its residents.

He said Executive Order No. 39 is still based on the precept of Section 35 of the Republic Act 4136 or the Land Transportation and Traffic Code of 1964 which states that a person driving a motor vehicle on the highway shall drive at a careful and prudent speed not greater nor less than, is reasonable and
proper, having due regard for the traffic, width of the highway under the existing condition; and no person shall drive any motor vehicle upon a highway at such as speed that will endanger the life, limb and property of any person, nor at a speed greater than will permit him to bring the vehicle to a stop within the assured clear distance ahead.

Duterte ordered the Traffic Management Center, Traffic Group of the Davao City Police Office, Land Transportation Office 11 and the Highway Patrol Group assigned in the city as lead implementing agencies backed up by the Land Transportation Franchising and Regulatory Board 11 and the Department of Public Works and Highways-Davao City.

He said violators if warranted must be arrested and their vehicle impounded, aside from the imposition of other penalties and fines of existing traffic rules and regulations.  (PIA 11-Joey Sem G. Dalumpines)

DavSur voters approve of Davao Occidental

DIGOS CITY, Davao del Sur, October 30 (PIA) – The confirmation of the creation of Davao Occidental province earned an overwhelming “yes” votes from the majority of those who actually participated in the plebiscite in Davao del Sur on Monday.

Though the Provincial Board of Canvassers got the partial but official results of the plebiscite from Digos City and 13 municipalities as of 3:00 pm today, the “yes” votes marked a vast margin from the number of “no” votes.

The partial and official results revealed that 176,285 voted for the establishment of the Davao Occidental, while 53,170 votes do not approve of the new province.

The figures were drawn from the canvassed plebiscite returns from Digos City and municipalities of Bansalan, Hagonoy, Magsaysay, Matanao, Padada, Sta. Cruz, Malalag, Sta. Maria, Sulop, Kiblawan, Malita, Don Marcelino and Jose Abad Santos.

As of this writing, the PBOC still awaits the arrival of the plebiscite returns from Sarangani, the farthest town of the province.

PBOC chair and Davao del Sur provincial election supervisor Atty. Ma. Febes Barlaan expected that the proclamation of winner would be done today.

She said that the formal approval for the creation of Davao Occidental will need majority of the votes of Davao del Sur’s registered voters who actually voted during the plebiscite which was synchronized with the barangay election on Monday.

At present, Davao del Sur has 337 barangays with 553,092 registered voters.



Once officially proclaimed winner, the “yes” votes would formally affirm the establishment of Davao Occidental as the newest province in the country to be formed out of the southern part of Davao del Sur.

President Benigno Aquino approved of the creation of the new province on January 14, 2013 through Republic Act 10360 or An Act Creating the Province of Davao Occidental.

It will cover the municipalities of 2nd district of Davao del Sur, namely Don Marcelino, Jose Abad Santos, Sta. Maria, Sarangani and Malita which will be the capital town and seat of the government of Davao Occidental.

Digos City and the municipalities of Bansalan, Hagonoy, Magsaysay, Matanao, Padada, Sta. Cruz, Kiblawan, Malalag and Sulop will remain under the Davao del Sur province.

Tagum prepares Purok Election

TAGUM CITY, DAVAO DEL NORTE - Right after the peaceful barangay elections, Tagum is now geared for the Election in the Purok level.

Through a Memorandum dated October 22, Mayor Allan Rellon sets November 17, 2013 as Synchronized Purok Elections whose elective officials shall be composed of one (1) Purok Chairman and seven (7) Council Members.

A purok is one of the smallest political unit in the barangay whose civilian leaders are elected and qualified under the conformity and provisions of the Local Government Code of 1991.

Candidates are requested to file their Certificate of Candidacy on November 4 to 8 and shall observe the campaign period from November 11 to 16. During the Election Day on the 17th of November, voters should cast their vote from 7AM to 3 PM. (CROMWELL – CIO Tagum)

Comval, DavNor police authorities note same peaceful brgy elections

DAVAO DEL NORTE,  Oct. 29 (PIA)--- The conduct Barangay elections  in the provinces of Davao del Norte and Compostela Valley yielded peaceful results  with common observation among authorities saying no significant election-related incidents had happened in their respective  areas of concern (AOR).

In an interview this morning, Police Senior Supt. Samuel B. Gadingan, police director of Davao del Norte Police Provincial Office (DNPPO)  said only one (Visayan Village, Tagum City) of the 223 barangays in the province had yet to proclaim the winners.

Until this morning, he had yet to receive report of significant election-related incident except for 20 cases  of liquor ban violations monitored since Sunday evening until Monday evening.

Twenty six barangays in  the towns of New Corella,  Asuncion,  Kapalong  and Talaingod and in the  city of Panabo were identified as election watch-list areas (EWAs) having been noted as under a certain degree of New People’s Army (NPA) influence.

In an interview Monday,  Gadingan noted barangays Mankilam and  Magugpo East of Tagum City to  have  intense political rivalry among candidates.

But elections in areas of concerns turn out peaceful, he  noted.

PS Supt.  Camilo Pancratius Cascolan in a text update this morning said  the situation stayed normal and that police elements under his command were deployed to secure the turn-over of election returns to the Municipal Treasurer’s Office. 

As of 10:00 p.m. of Oct. 28, Cascolan reported that the election situation stayed normal with no election-related incident and that the consolidation of election returns as well as the counting of votes continued despite the rains in some areas of Compostela Valley Province.

The Compostela Valley Police Provincial Office  coordinated with the 1001st Philippine Army as well as strengthened its  ties with the municipal police stations to closely monitor and ensure orderly and peaceful barangay elections .

It had sought the assistance  of the military in securing 101 barangays under EWAs but Cascolan said normal situation prevailed in the province during the whole-day conduct of the Barangay Election.

However,  authorities in both provinces monitored incidents not related to the holding of elections.

In Davao del Norte, PS Supt. Gadingan revealed that police authorities confiscated a .45 caliber pistol when they served  a warrant of arrest, Sunday morning, to a certain Walter Patalino in Brgy San Jose, New Corella for allegedly violating Republic Act 9262 or the Violence against Women and Children (VAWC) Law.

But in the course of serving the warrant of arrest, police authorities found out that the accused possessed firearm,   Gadingan explained.

CVPPO  also received shooting incident report in Barangay Camanlangan, New Bataan.  A copy of the incident report identified the victim as Dike Espinosa, a miner on bail for crime  of attempted homicide. He was shot by two-motor riding gunmen.

Barangay polls in Davao City peaceful and orderly- PNP

DAVAO CITY, Oct 29 (PIA) The newly-designated director of the Davao City Police Office assessed a relatively peaceful barangay elections in the city.

Senior Superintendent Vicente Danao, director of the DCPO thanked the residents for the peaceful conduct of the elections in all three districts of Davao City.

He said the police will continue to provide security especially in bringing down the ballot boxes from the far-flung barangays to the district offices of the Commission on Elections.

Danao revealed that the heavy downpour and a power outage stalled the counting of the ballots and delivery of ballot boxes from the districts of Marilog and Paquibato District.

“Counting of the results is ongoing in the areas and the ballot boxes will be delivered back to the district offices of the poll body,” he said.

He assured that as long as they are needed the police are ready to provide security in the delivery of the ballot boxes.
Danao said not a single violent incident happened in the districts of Paquibato and Marilog which were earlier place in the election-watch list due to the presence of communist rebels.

He said power outage was the only problem that occurred in these areas during the conduct of the polls.
“These areas remain peaceful so far,” Danao said.

He also thanked his partners in the security sector like the Task Force Davao and the military for assisting them in ensuring the peaceful elections.
