LTO XI: Davao City does not earn directly from speed limit fines



DAVAO CITY, Jan 6 (PIA) The Davao City government does not earn directly from the imposition of the speed limit measure or Executive Order No. 39 despite its strict implementation on the city roads.

Macario "Bong" Gonzaga., assistant director of the Land Transportation Office revealed that all revenues generated from the violators of the speed limit order go directly to the general funds of the national government.

He said even the LTO does not directly benefit from the generated revenues taken from the penalties.

“We are very lucky in Davao City that we have a mayor who is very supportive in our law enforcement, particularly instilling discipline on the streets.  The mayor never asked from the proceeds generated from enforcement.  He even gives incentives to our law enforcers to strengthen the campaign,” Gonzaga said.

He surmised that the revenues will return to the city government in the form of Internal Revenue Allotment (IRA).

Gonzaga said Mayor Duterte provides all law enforcement agencies like the Traffic Group of the Davao City Police Office, Traffic Management Center and Highway Patro Group the speed guns to ensure that the speed limit measure is imposed accordingly.

“The LTO has nine speed guns used by three teams daily,” he said.

The speed limit measure generated a total of P56.9-Million from a total of 28,327 violators who had to pay a penalty of P2, 010 for the violation.

Atty. Gomer Dy, director of the LTO 11 said new and unregistered motorcycle drivers lead the number of violators of the speed limit measure.  (PIA 11-Joey Sem G. Dalumpines)
