Tagum City’s Community Affairs Section takes off

Tagum City Mayor Allan L. Rellon on July 9, 2013 met with the Community Affairs Section (CAS) of the Local Government Unit with a clear command: everyone must master the EAGLE WINGS Program, his administration's 10- point agenda which deals with the ten most important aspects of good governance.

But a large chunk of the meeting was devoted in discussing the mayor’s agenda on Genuine Peace, Security and Safety, which, based on his early pronouncements, is his administration’s topmost priority for his first 100 days in office.

The Chief Executive, in laying down the ground rules to being effective and productive CAS personnel, has defined their roles as facilitators and as an extension of the mayor in the community. They, however, were advised not to intervene with the duties and functions of the barangay officials.

Mayor Rellon, after having accorded the group the right to name each of their cluster as well as well as to set forth in writing their activities for the last two quarters of 2013, then reiterated the necessary changes under his administration, particularly stressing out the change of name and modified functions of the Community Affairs Section, the Traffic Management Office and the Security Management Office.

As a way of ensuring that his administration will be able to achieve genuine peace, security and safety, Mayor Rellon informed those gathered that some of them will be assigned not only to the TMO and SMO, but also to Tagum City Tribal Affairs Office, the Tagum City Muslim Affairs Office and the Bantay Dagat, following the issuance of a memorandum that will specify the detail order.

Mayor Rellon in closing, stated that the act of detailing people from the CAS to other offices as a way of maximizing personnel is within the Executive Powers granted by the Local Government Code of the Philippines to the local chief executive. (Mary Christma Richi D. Gulle of CIO Tagum)
