EMB-XI conducts technical workshop for Comval’s solid waste mgt. plan

DAVAO CITY, July 5 – The Environmental Management Bureau (EMB-XI) recently conducted a two-day technical workshop involving some members of the Provincial Solid Waste Management (PSWM) Board of Compostela Valley Province held at Eagle’s View Hotel in Tagum City, Davao del Norte.  

The workshop was aimed at technically assisting the members in preparation of Comval’s Ten-Year Provincial Solid Waste Management Plan.

During the seminar, Republic Act 9003 or the Ecological Solid Waste Management (ESWM) Act of 2000 was thoroughly discussed to clearly identify the mandated role of the PSWM Board in the implementation of the said Act to their respective municipalities and the province as a whole.   

As stated in Section 11 of RA 9003, a Provincial Solid Waste Management Board shall be established in every province to be chaired by the governor. 

Its members shall include, among others, all the mayors of its composite cities and municipalities, representative from the Sangguniang Panlalawigan, Provincial Environment and Natural Resources Officer (PENRO), Congressional representative and a representative from the Non-Government sector.

One of the functions of the Board is to develop a Provincial Solid Waste Management Plan that shall reflect the general program of action and initiatives of the provincial government in implementing a solid waste management program.

After a series of critiquing and assessment, the Plan shall be submitted to the National Solid Waste Management Commission (NSWMC).

During the seminar, the PSWM Board members of Comval agreed to evaluate their Municipal SWM Plans as well as draft their PSWM Plan on the second week of August 2013. 

They also agreed to submit their final PSWM Plan to the EMB on the first week of October 2013.

The participants also raised issues on the establishment of waste disposal facility or Sanitary Land Fill (SLF) in Comval Province, discussing about SLF’s construction and operation standards and the limited local service providers or consultants who could give assistance to the LGUs on SLF development.

The participants in the seminar-workshop include Isabelo B. Melendres, executive assistant of Comval Governor Arturo T. Uy and the different Municipal Environment and Natural Resources Officers (MENROs) who represented their respective Municipal Mayors.
