Dad calls for a review of the city's zoning ordinance



DAVAO City, Oct 6 (PIA) A  city councilor calls for revisiting the zoning ordinance of the city as he cites the need for a separate community development plan for districts of Marilog and Paquibato District that will spur the progress in these areas.

Councilor Danilo Dayanghirang said growth corridors can be developed like Calinan and Marilog, Toril and Tugbok.

Reckoning his visit to China, he said there were places that comprise the old town and the new town.
Dayanghirang said a more profound zoning set up is needed to guide investors where to put their enterprise.

He observed that once the needs of an investor is not present in a target, he goes and invests his money somewhere else.
“I am trying to impress to lay down areas from light to heavy agricultural activities,” Dayanghirang said citing that lawmakers must be allowed to adjust on the needs so that investors may come in.
Dayanghirang said the current zoning ordinance cannot change anything within a period of five years.
He admitted he was not part of those who crafted the Zoning Ordinance which has three volumes.
“In other local government units, their zoning ordinance is simple, easy to understand and easy to comprehend.  More rules give a lot of elbow room for adjustment.  It is easier if the rules are simple and can be easily understood,” Dayanghirang pointed out.

He also said that the delineation of the reservation areas like the watershed is unclear given that the survey is going on.

Dayanghirang said what are available are estimates.

He said that around 80,000 hectares in the city belong to reservation areas.

“We have to revisit the zoning ordinance,” Dayanghirang said.  (PIA 11-Joey Sem G. Dalumpines)
