DAVAO DEL NORTE, July 25 (PIA) - - The Philippine National Police (PNP) will hold a One Stop Shop on License To Own and Possess Firearms (LTOPF) and Permit to Carry Firearms Outside Residence (PTCFOR) on September 2-4 at Police Regional Office (PRO) XI Covered Court, Camp Catitipan, Davao City.
Police Supt. Ceazar Cabuhat, chief of the PRO XI Firearms and Explosive Division, announced yesterday (July 24) during the Information Caravan for LTOPF at Davao del Norte Provincial Police Barracks that personnel from PNP Camp Crame will be visiting the city to conduct LTOPF licensing and firearm registration and renewal.
Police Supt. Cabuhat encouraged the firearm owners to grab this opportunity because this is a rare activity that the PNP National Head Quarters are the ones who came down Manila just to cater our registration and licensing needs.
“For those interested, you must pre-register first at your nearest police station through text, call or personal visit,” he said.
Cabuhat added that they must indicate only their name, address, active mobile phone number and email address during the pre-registration.
“Our personnel from the division will notify you through text or email the schedule of your examination and training,” he said.
Cabuhat disclosed that the reason for the pre-registration is for the scheduling of the examination and training since there are only limited daily slots.
Aside from the application form, the requirements for LTOPF are neuro-psychiatric clearance, drug test, gun safety and responsible gun ownership seminar certificate, finger print, national police clearance, National Statistics Office birth certificate, and clearances from Regional and Municipal Trial Courts.
Cabuhat said that neuro-psychiatric examination center can only be taken at the police regional office in Davao City; while any PNP Crime Laboratory can administer the drug test and finger printing.
He also said that the gun safety and responsible gun ownership seminar will take 15 days to complete and which will be taken only in four areas in the region – Panabo Pistol and Rifle Association (PAPRA) Firing Range in Panabo City, Gold Cup Firing Range and Tactical Edge Firing Range in Davao City and Seagull Firing Range in Davao del Sur.
In addition, Cabuhat also advised that the clearances from court should be secured on a date near the application period since the clearances will expire for one month only.
Cabuhat also said that based on the Republic Act 10591 or the Comprehensive Firearm and Ammunition Regulation Act, there are five types of LTOPF license based on the number of firearms – Type 1 for maximum of two guns; Type 2 for three to five guns; Type 3 for six to ten guns; Type 4 for 11-15 guns amd Type 5 for gun collectors who possess more than 15 guns.
RA 10591 also states that for Type 3-5 license, applicants must comply with the inspection and bond requirements.
Cabuhat also stressed that juridical persons such as local government unit and companies can apply for LTOPF and will only require the authorized representative to submit to the examinations and training.
When asked about the fees that will be collected to the applicant, Cabuhat estimated P 4,500, which includes all the examinations and training.
He said that the amount did not include the payment for the license since the schedule of fees for every license type is still for approval with Sec. Mar Roxas of the Department of Interior and Local Govenrment (DILG). (PIA 11, Michael Uy)
