The award is in acknowledgement to the contribution of program supporters, and convene the Kalahi-CIDSS volunteers champions, and heroes from the different communities in promoting CDD (Community Driven Development) programs.

It can be recalled that the PLGU Comval is the pilot province in Mindanao for the National Community Driven Development Program (NCDDP) which is implemented by President Benigno S. Aquino III through the DSWD.
Camilo G. Gudmalin-DSWD Assistant Secretary said that from the start of the program implementation of NCDDP, there were three provinces chosen as the pilot province including Comval which represented Mindanao and the province of Albay for Luzon and  Leyte for Visayas.

He added that the pilot province for the implementation of the NCDDP is the province with an outstanding performance for transparency, accountability and participation mechanism of good governance. This is now the result of the evaluation of the DSWD and other National Government Offices.

KALAHI CIDSS-NCDDP is the expansion program into a national scale of operations of the CDD approach which was tried and proven effective by KALAHI-CIDSS. (Rey Antibo, PGO-IDS Comval)
