CSC confers excellent rating to Comval



Compostela Valley Province–  The Civil Service Commission (CSC) confers a 100% Excellent Rating to the provincial government of Comval for passing the 3 areas on the Core Human Resource (HR) Systems.

The formal recognition was held on January 16, 2016 at the CSC Regional Office XI under Reg. Dir. Atty. Annabelle Rosell in Davao City and a re-enactment awarding held during the regular employees’ convocation on January 25 at the provincial capitol. 

The CSC under the Program to Institutionalize Meritocracy and Excellence in HR Management System (PRIME-HRM) awarded PLGU Comval the Maturity Level 2 or an Excellent Rating in 3 out of 4 areas on Core HR Systems: the Performance Management System, Learning and Development, and Rewards and Recognition.

“This is a result of our dynamic, determination and invaluable efforts to promote people excellence for efficient and effective public service delivery among our employees,” Gov. Arturo Uy said.

The recognition resulted after the conduct of the three-day onsite assessment of the officials from the CSC Regional Office XI to the employees in Comval capitol on November 9-11, 2015 on good governance and the implementation of the “Strategic Performance Management System” (SPMS).

According to Lara Zaphire Kristy N. Bermejo-PG Department Head of PHRMDO that 16 passed out of the 18 government offices in Region XI during the conduct of the 3-day onsite assessment of the CSC.  Comval LGU is the only one who receives the 100% Excellent Rating in 3 areas of Core HR Systems for the PRIME-HRM Level 2 Accreditation.

It can be recalled that on May 30, 2014, Comval Province received the Level-2 Accreditation for PRIME-HRM and the Certificate of  Accreditation from the CSC signed by CSC Commissioners namely; Dr. Francisco T. Duque –III the Chairman, Robert S. Martinez and Nieves L. Osorio.

The Level 2 Accreditation of PRIME-HRM gives the appointing authorities, Governor Arturo T. Uy and Vice Governor Manuel E. Zamora to sign appointments of the employees without the approval of the CSC. (Rey Antibo, PGO-IDS)
