Solon stresses criteria for road conversions

TAGUM CITY, Davao del Norte, June 20 (PIA) – Proposals for the conversion of local roads into national roads should first satisfy all the necessary requirements before they can get enough legislative support. 

Davao del Norte First District Congressman Anthony del Rosario emphasized that thoroughfares must meet the essential criteria that would qualify them to become national roads to get the approval of President Benigno Simeon Aquino III.

He revealed the President recently vetoed over 50 road conversion bills since they  did not meet the criteria.
“It is important that all the proposed road conversions must have all the necessary supporting documents,” del Rosario said, during the Provincial Development Council (PDC) meeting at the Bulwagan ng Lalawigan.

He said among the supporting documents should include the corresponding endorsements coming from the various provincial and regional development councils.

The lawmaker emphasized the important role of improved road conditions in stirring trade and industry, and in fueling socio-economic development in the province.

Governor Rodolfo del Rosario said local officials want their roads to be converted into national roads in order to secure funding for their upgrade and maintenance from the national government.

He hailed President Aquino for ending the tradition of signing into law road conversion bills that were passed in Congress out of patronage politics, especially through a sense of fellowship among fellow lawmakers.

The governor bared a road must first be determined as a provincial road that connects two or more municipalities and/or cities, among other requirements, before it can qualify for conversion.

When its proposed road conversions are approved, del Rosario said the province can take advantage of the president’s promise of paving all national auxiliary roads by 2014 and all secondary roads in 2016.
About 11 road sections totalling to over 100 kilometers, are being proposed for national road conversion in Davao del Norte. Eight of these are in District 1.

Cong. Del Rosario assured to file the corresponding road conversion bills in the 16th Congress, which is set to convene next month, provided the proposals meet the necessary requirements.  (Noel Baguio PIO Davao Norte)
