TAGUM CITY—Enwrapped on the goal of achieving a resilient, proactive and adaptable disaster management, 55 frontliners in disaster management in the barangay level rigorously underwent a three-day Community-Based Risk Assessment Training (CBRAT) spearheaded by the Regional Disaster Risk Reduction and Management Council of the Office of Civil Defense last March 19-21, 2014.
During the training, they were briefed on the basic knowledge on disaster preparedness, response and mitigation that should be deeply-rooted in the barangay level and as such, leaders in the disaster-prone barangays are thrust into capability-building aimed at harnessing their effectiveness in dealing with disasters.
These barangays are Canocotan, Cuambogan, Pagsabangan and San Miguel. Other participants are the organic members of the City Disaster Risk Reduction and Management Office (CDRRMO), City Health Office, Bureau of Fire, City Environment and Natural Resources Office, and City Agriculture Office.
The seminar touched on several topics that include disaster understanding may it be geologic and volcanic hazards, hydrological, meteorological hazard, storm surge, climatic variability, rain-induced flooding and landslide, bomb threats and awareness and fire prevention.
The participants were also briefed on the disaster management concept in the local government, community risks assessment and most importantly, the town watching and mapping where barangay leaders went to their respective areas of responsibility to identify and assess their community’s hazards.
At the end of the activity, they were able to initialize the formulation of their Barangay Vulnerability and Risks Map which is an important tool in conducting contingency planning to address a specific disaster.(Louie Lapat of CIO Tagum)
