DOLE 11 convenes 1st tourism industry tripartite council

DAVAO CITY, Sept  17 (PIA) The Department of Labor and Employment in Davao Region  convened formally the Hotel and Tourism Industry Council in Region 11 in response to the mandate of the government to help achieve its commitment on strengthening the different priority industries by tripartite advisement and providing a forum for sharing good practices.

Atty. Joffrey Suyao, regional director of the DOLE 11 also looked forward that with the organization of hotel and tourism industry the emerging conditions of the Philippine global competitiveness well be addressed, consequently maintaining industrial peace and harmony.

He said that just like other existing Industry Tripartite Councils in the region, the Tourism ITC will serve as a consultative and advisory mechanism in the formulation and implementation of labor and employment policies in the tourism industry that will affect labor, employment and related concerns.

Venerando Cebrano, assistant regional director said tourism is one of the key drivers of the economy in Mindanao.

He said the confab aims to assess the industry if its labor law compliant and good labor-management relations all for industrial peace.

Cebrano said organization of a council is also important, where the structure is tripartite, composed of the workers, management and government.

He said the employment rate for the city is 6.2 percent in 2014 while underemployment remains in a manageable level where workers try to look for a better job.

Cebrano said the tourism council is the sixth council to be formed in five years.

“I hope that we will see a better direction with this council, with the objective of good practices will be met,” he said.

Atty. Jason Balais, chief of the MALS-LR Unit of the DOLE 11 said the tourism industry tripartite council will help discuss issues pertaining to labor and employment.

He said the concern of the industry tripartite council Based on assessment, there is less organized labor unions in the hotel industry in Davao Region. Balais stressed that membership of the council needs to be equal in representation by labor, management and government.

“Tripartism reduces the number of labor strikes because all sectors are met in a social dialogue approach,” Balais said. He said in this forum, policies are discussed aligned with the Philippine Development goal of inclusive growth.

Balais said inclusive growth means sustained growth that massively creates jobs, draw vast majority into the economic and social mainstream and continuously reduces mass poverty.

Angelica Torres, Vice-chair of the Regional TIPC/ AITC 11 said that the tripartite council will ensure compliance of basic labor standards, minimization of retrenchment and redundancy, conciliation and mediation trainings and reduction of labor disputes, and social dialogue.  (PIA 11-Joey Sem G.
