TAGUM CITY - The peace-loving stance of the provincial leadership gave rise to the birth of the local convergence program that has widened the access of rural people to essential government services.
Governor Rodolfo P. del Rosario said his pacifist attitude has influenced the army and other stakeholders to partner with the province in the implementation of the Davao del Norte Convergence for Peace and Development.
“Today, the province has a leadership that is peace-loving and obviously the military was influenced by that,” he said.
Pursuant to his P.E.O.P.L.E. development agenda, del Rosario implemented the local convergence strategy, in collaboration with the military, the police and other agencies, as a new concept of bringing together government resources to far-flung and depressed villages.
The Chair of the Regional Peace and Order Council (RPOC)-XI pointed out the impact of his centerpiece program could not have been made possible had he chose to become a warmonger.
“If a governor is a warmonger... naturally, the military would join in warmongering,” he noted.
He trumpeted several accomplishments of the program in bringing the government closer to the people in pursuit of President Aquino’s thrust of localizing the peace process.
Some 20,000 indigents have already benefitted from the program this year, as it continues to roll out to distant villages various services on health, agriculture, environment, infrastructure, and legal assistance, among others.
However, del Rosario noted the most encouraging impact of the initiative is giving Davao del Norte the highest number of surrenderees throughout the Davao region, with 73 former rebels returning to the fold of the law in the province in the first half of 2012 alone.
“That to me is a real manifestation that the program is really working effectively,” he said.
Two weeks ago, the governor again facilitated the turn over of livelihood assistance to six more rebel returnees who surrendered in the province.(Noel Baguio)
