COMPOSTELA VALLEY, JULY 03---The provincial
government of Compostela Valley through the Legal Office (PLO) continues its
mission to capacitate barangay functionaries on Barangay Justice System (BJS)
towards effective governance.
The barangay functionaries has always been at
the forefront of local development undertakings in the province. Their
roles are crucial because of their strategic situation at the grassroots level especially
in the effective and efficient service delivery to the community.
This year, the skills training workshop is given
among Barangay Tanods with several batches assigned per municipality on a
weekly basis starting late May 2015. On June 25-26, about 224 Barangay tanods
from New Bataan join the workshop at the Raj Hotel, Tagum City. While 164
tanods from Mabini and 368 tanods of Nabunturan will follow on July 2-3
and July 14-17 (2 batches), respectively. Other municipalities will also have
their training schedule set from July to August of this year.
PLO head Atty. Richard Liban said the training
program, targeting all barangay tanods in the 11 municipalities, is designed to
provide them the necessary tools and practices in the administration of the
BJS.
“We would like to enable the poor particularly
women and children to pursue justice through increased knowledge about basic
human rights and the justice system,” he added.
The 2-day workshop will also include disaster
management, first aid and fire prevention, basic barangay police operations
such as patrolling and Ronda operations, crowd control, arresting techniques
and procedures, among others.
It can be recalled that last July 2014, the
activity kicked-off with the participating officials composed of the Barangay
Captains, First Barangay Councilors, Barangay Secretaries, and members of the
Lupon Tagapamayapa. With lectures on “Katarungang Pambarangay Law,” Other Related
Laws, Mediation & Conciliation Skills, Special Laws, and R.A. 9262 or
Violence Against Women and Children Law, among others.
The program is funded by PLGU Comval with
technical assistance from the Department of Interior and Local Government,
Department of Justice, and Provincial Police Office. (Fe Maestre/IDS Comval)
