Tagum’s Night Market wins Galing Pook Award

QUEZON CITY—The City Government of Tagum finally clinched the highly-coveted Galing Pook Award after its Night Market Program was adjudged as one of the Ten Outstanding Local Government Programs in the Philippines for 2014.

Mayor Allan L. Rellon successfully defended the said program before the members of the National Selection Committee last August 15, 2014 at Ateneo de Manila University, where he joined other local chief executives representing the 17 finalists from all over the country.

The Galing Pook Award is a pioneering program that recognizes innovation and excellence in local governance, where winners are selected based on positive results and impact, promotion of people’s participation and empowerment, innovation, transferability and sustainability, and efficiency of program service delivery.

Tagum’s Night Market underwent a rigorous multi-level screening process of the Galing Pook which was initially selected from the 96 entries nationwide. This was later cut to 27 entries, which were site-validated and were then shortlisted to 17 finalists.

In his presentation, Mayor Rellon highlighted the benefits of the Night Market Program both to the local government and the night market vendors as well as to their workers.

Since its implementation in 2004, the local chief executive reported the 1, 757% increase generated from cash tickets in 2014 or about 379, 712 pesos in 2004 to 6, 670, 161 pesos in 2013.

On the part of the vendors, their income also significantly increased ranging from 1,000 pesos nightly net income in 2003 to 1,200 to 6,000 pesos per night in 2014.

The program was also recognized for the infusion of literacy programs for vendors and workers, security volunteers, legislation and nightly operation.

The Night Market Program was institutionalized through the passage of City Ordinance No. 161 passed on October 2004, which means it is operating for a decade now.

We consider the Night Market of Tagum as another Tagum, Tagumpay,” said Mayor Rellon during the panel presentation, as accompanied by OIC-City Economic Enterprises Office (CEEO) Manager Mary Grace Terante and Mr. Joey Vistal, the President of the Night Marker Vendors Association.
