TAGUM CITY, November 7, 2013 (PIA) – Davao del Norte Governor Rodolfo del Rosario activated the incident command system of the Provincial Disaster Risk Reduction Management Council (PDRRMC) in preparation for the onslaught Super Typhoon Yolanda.
The Governor called for an emergency local disaster conference Wednesday afternoon at the Bulwagan ng Lalawigan in order to ascertain the preparedness of all the city and municipal DRRMCs in the event the typhoon will change course and hit the province.
“Mabuti na yung handa tayo (it is better that we are ready). Let us not take any chance,” he said to the PDRRMC members and LDRRMC actions officers of all the local government units of the province.
The Governor said that even if the storm will not make landfall in the province, there is a big possibility of flashfloods in low-lying flood-prone areas of the province.
He ordered the cancellation of the Division Schools Press Conference in Carmen and the Boys Scout Jamboree in Asuncion, which will both start Thursday morning, among all the other major provincial activities, to ensure the safety of all the participants.
He also stressed the importance of functional communication between the PDRRMC and the various LDRRMCs during and in the aftermath of the typhoon, as he builds on the experience of Pablo last year.
He said it is important the PDRRMC gets immediate feedback from all the LGUs “so that we will know the focus and volume of our support to the affected areas.”
The LDRRMC action officers assured enough inventory of rescue equipment and manpower.
Both 60th IB Commander Lewellyn Binasoy and Provincial Police Director SSupt. Samuel Gadingan also ascertained the ready augmentation of the rescue teams and equipment of the army and the PNP, respectively, in the onslaught of calamity.
Provincial Health Officer Dr. Agapito Hornido further assured enough supply of medicines, while Provincial Social Welfare and Development Officer Arlene Semblante guaranteed adequate stock of relief goods for the evacuations centers.
Provincial Engineer Raul Mabanglo likewise revealed the availability of the equipment pool of the province for the evacuation of flooding victims.
As of 4 pm Wednesday, Yolanda (with international name "Haiyan") was located at 1,221 km east of Mindanao with maximum winds of 175 kph and gustiness of up to 210 kph.
It continued to pose a serious threat to Eastern Visayas and Northeastern Mindanao as it moves west at 30 kph and is expected to enter the Philippine Area Of Responsibility (PAR) on Thursday morning.
