DAVAO CITY, Oct 23 (PIA) The Department of Social Welfare and Development will be giving away core shelters to residents of provinces hardest hit by typhoon Pablo on December 4, 2013, the first year anniversary of the disaster.
Maria Elena Labrador, chief of the Institutional Development Division of the DSWD 11 and focal person on shelter on TS Pablo revealed the ongoing construction targeting 24,000 core shelters for Davao Oriental, 28,747 core shelters in Compostela Valley and 33 core shelters in New Corella, as part of the effort to bring back the resilience among affected communities.
She said their agency initially set to give away all core shelters during the Christmas season, but the construction is stalled by bidding process which is required by law, site preparation by which the integrity of the location is approved by the Mines and Geosciences Bureau and the inspection of materials by the Commission on Audit before delivery.
“We are now moving from bunkhouses towards the construction of permanent core shelters for families whose houses were devastated by the storm,” Labrador said.
She said the DSWD initially provided the funds for 665 units and 1,965 units in June and September, respectively for Davao Oriental.
Labrador said the initial release amounted to P66,500,000 at P100,000 per unit while the second release cost P177-Million at P70,000 per unit.
“Monitoring is being done on the progress of the construction especially on the units that are already finished and those undergoing construction,” she said.
Labrador said that out of the total 2,586 core shelters in Davao Oriental, 347 were already finished for occupancy.
She said the core shelters will be released eventually during the Christmas season of 2013.
Labrador said that an initial 115 core shelter-construction worth P11,500,000 at P100,000 per unit was also released for Compostela Valley followed by a second release for the construction of 1,265 at P88-Million with the corresponding amount at P70 per unit.
She explained that the first download cost P100,000 per unit since it was sourced from the funds of the quick response fund of the DSWD.
Labrador said the second download costing P70,000 was approved by the local government units through the Task Force Pablo.
Every core shelter has a uniform size at 23 square meters and is cast in place.
The P100,000-core shelter is painted in its interior with the corresponding partition while the P70,000 core shelter is plain with no partition.
She stressed that those whose houses were totally devastated by the typhoon will benefit by owning the core shelter. (PIA 11-Joey Sem G. Dalumpines)
