DAVAO CITY, June 20 (PIA): President Benigno S. Aquino III this morning vowed to look into the progress of government projects under the Autonomous Region in Muslim Mindanao (ARMM)Transition Investment Plan funded with P8.9 billion by the national government.
Addressing the ARMM Convention on Local Governance held in Davao City, President Aquino noted that some of the projects under the ARMM investment fund have not been started as indicated in a status report dated May 31, 2012.
He promised to convene the concerned national agencies as the first thing to do once he gets back to Manila because he wants to know the reasons behind the delay in implementing the projects lined up under the ARMM Transition Investment Plan.
“Patapos na po iyong second quarter ng 2012; sana may maganda silang paliwanag bakit “not yet started (The second quarter of 2012 is about to end. I hope they have good reasons for the delays),” he e said.
The President skipped giving the details of the “not yet started” projects except for National Electrification Administration (NEA) rural electrification project which is set to get completed in October this year.
He said the ARMM transition fund covers projects on potable water system, infrastructure for health, core shelter assistance program, farm-to-market roads, roads and bridges and rural electrification.
He bared the rolling out of water system project in 77 areas in ARMM. Initial assessment has been done in five towns in Basilan; 21 in Lanao del Sur; 34 in Maguindanao; and 8 in Tawi-Tawi.
“Ito na nga po ang papatid sa uhaw ng mga komunidad na matagal nang natuyuan ng lalamunan,” he said.
President Aquino mentioned the ARMM Transition fund as among the initiatives that the national government under his administration has delivered to bring in reforms in the ARMM which formerly was referred to as a the hub of violence and election cheating in Mindanao.
Among other reform factors that the government has initiated is the postponement of ARMM election and synchronizing it with the national election.
President Aquino thanked his allies in Congress and in the Senate for passing a law instituting the postponement and synchronization of ARMM elections.
He was also glad that some local government units in ARMM have become partners of the national government in good governance.
Assisted by Interior and Local Government Secretary Jesse Robredo, he conferred the Seal of Good-Housekeeping to five 1st to 3rd class municipalities of Datu Odin Sinsuat of Maguindanao; Parang, Maguindanao; Sultan Kudarat, Maguindanao; Upi, Maguindanao and Wao, Lanao del Sur.
He gave the same to the 4th to 5th class towns of Pandami, Sulu; Panglima Estinu, Sulu; Mapapasano, Maguindanao; Guindulungan, Maguindanao; Talayan, Maguindanao; Paglas, Maguindanao; Sultan Mastura, Maguindanao; Datu Saudi Ampatuan, Maguindanao.
The President gave a corresponding Performance Challenge Fund of P1 million each as incentives.
“Tiwala akong gagamitin ninyo ito sa lalo pang ikauunlad ng inyo pong mga komunidad, (I trust you to use this to develop your communities” he said.
He revealed that 425 LGUs already received PCF that totaled to P520 million released from 2010 to 2011. (PIA-11/Jeanevive Duron-Abangan)
