MANAY, Davao Oriental --- The KALAHI-CIDSS implementation must be continued as it has triggered government to shift to a more effective and convenient system involving all stakeholders and the municipal council, OIC mayor Antero Manolo Dayanghirang said.
At the inauguration of the newly-improved road in Barangay Zaragoza, acting mayor Dayanghirang said the KALAHI-CIDSS process must be continued because this has helped government address the need for all its branches to work together.
“Kung atong huna-hunaon, dili kini (road improvement) kaya sa munisipyo lamang…kining programa, ang national government, regional office ug LGU nag joint effort (If we would think about it, the road improvement sub-project could not be done by the municipal government alone. The KALAHI-CIDSS program has allowed the national government, the regional office and the local government unit to combine their efforts).
Dayanghirang, who was the former mayor of the municipality, said that the government has slowly changed its measures in serving the people.
He said that the implementation of the ‘counterparting’ scheme has allowed KALAHI-CIDSS to become aN effective government project. “Kinahanglan ang counterpart para naay sense of ownership. Meron kayong malasakit sa proyekto dahil gumastos kayo (The counterpart mechanism is necessary because this puts in place the community’s sense of ownership. People become zealous because they spent for the project),” he added.
Because of the zeal in the people, they are the same ones who make sure that the project is sustained, he added.
“Useless kung sige kita mangayo og proyekto sa gobyerno pero dili nato ampingan (It is useless if we continue to ask projects from government but we will not protect them),” he said.
Barangay Zaragosa was granted a 1.2-kilometer road improvement sub-project, a farm-to-market road that had a total cost of P1.586 million. Of the amount, P1.234 million came as KALAHI-CIDSS grant, while the municipal government contributed about P185,000. The remainder was shouldered by the barangay.
KALAI-CIDSS or Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services is a community-driven development (CDD) project of the Philippine Government that aims to empower communities through their enhanced participation in local governance and poverty alleviation projects.
The project started in Manay in February 2006. The municipality succeeded implementing three project cycles with a total cost of about P15.3 million.
At present, the municipality is implementing KALAHI-CIDSS Makamasang Tugon, a modality that harmonizes the CDD mechanism of KALAHI-CIDSS with that of the municipal government's local planning process.
Based on the data, 12 barangays were prioritized this year with the most popular sub-projects being road improvement, day care center, health station, potable water system and classroom building. (DSWD/Leslie Lao-Francisco)
