The University of Southeastern Philippines hosted the Commission on Higher Education’s consultative workshop and orientation on State Universities and Colleges (SUC) leveling instrument and guidelines for its implementation, June 3 at the USeP Social Hall, Obrero, Davao City.
The event, according to the USeP President, Perfecto A. Alibin, was guided by the principal objective to provide or share feedback whether the draft leveling instrument for SUCs and guidelines for its implementation capture educational initiatives and strategic/global performance that will enable the SUCs to be at par with the educational institutions in the ASEAN countries in view of the economic integration of the ASEAN region in 2015.
President Alibin underscored that “the efficacy of outcome of any undertaking rests much on well-designed objectives in the context of the real and ideal, rhetoric and reality phenomenon.”
The SUC leveling instrument and guidelines for implementation were prepared jointly by CHED, and the Department of Budget and Management, in coordination with the Philippine Association of State Universities and Colleges (PASUC). The instrument took into account the level of performance of the institution in the areas of instruction, research, extension, and management of resources. It sought to allow the categorization of the different types of academic institutions from Level 1 (lowest) to Level 4 (highest).
CHED Office of Institutional Quality Assurance and Governance Director, Libertad P. Garcia, presented the draft guidelines and instrument, which was followed by the open forum and regional consultation.
The rationale of the instrument and guidelines provides the need to conduct another leveling exercise to rationalize the status of the SUCs, especially that SUC levels are now significantly related to budgetary support and incentives, and to incorporate certain international standards that reflect the directions of education adopted by leading ASEAN institutions.
The consultation, participated in by SUCs from Regions X, XI, XII and CARAGA, was the fourth in the series of five (5) consultations across the country that started in April 2014 until this month. After the five consultations, the technical working group from CHED and DBM will finalize the draft leveling instrument and guidelines which will be validated by the SUCs through PASUC.
Officials and personnel from CHED and DBM central and regional offices were also present during the consultation.
The latest SUC leveling instrument and guidelines for its implementation were issued under CHED and DBM Joint Circular No. 1-A, s. 2003 on October 24, 2003. The result of the last round of evaluation was released officially in 2007. (USeP PIO)
