COMPOSTELA VALLEY PROVINCE-----Giklaro karon ni DTI-ComVal Program Manager Atty. Lucky Siegfred Balleque nga tabangan gayud sa Department of Trade and Industry (DTI) ang Coco Life Cooperative sa Pantukan nga mas mokusog pa ang ilang production sa Virgin Coconut Oil (VCO) tungod kusog kaayo ang demand niini sa Export Market.Kini pinaagi sa Production Equipment nga itunol mismo sa DTI sa dili pa matapos ang bulan sa Hunyo 2013.

Si Atty. Balleque maoy mihatag sa DTI Report panahon sa gihimong 2nd Quarterly Meeting sa Provincial Small and Medium Enterprise Development (PSMED) Council nga malampusong gihimo diha sa Sanitary Function Hall sa Nabunturan niadtong Hunyo 11, 2013.  Ang ilang Meeting gidumala ni PSMED Council Chair Governor Arturo “Chiongkee” Uy pinaagi ni Executive Assistant Isabelo Melendres.

Sa iyang paghatag sa DTI Report niadtong adlawa, gitug-an ni Atty. Balleque nga karong bulana ihatag na sa DTI ang ilang tabang nga Production Equipments sa paghimo’g Virgin Coconut Oil ngadto sa Cocolife Cooperative nga gipanguluhan sa ilang Chairman of the Board nga si Mr. Rudy Ang.

Pinaagi sa Production Equipment nga Ball Bearing Cream Separator, Containers, ug uban pa nga ihatag sa DTI, giklaro ni Atty. Balleque nga madugangan gayud sa Cocolife Cooperative ug laing 2,000 liters kada bulan ang ilang Volume Production sa VCO.  Tungod niini, mamahimo nang 5,000 liters sa kada bulan ang ilang volume production sa Virgin Coconut Oil  gikan 3,000 liters lang nga maoy ilang daang Volume Production sa kada bulan.

Gitug-an usab ni Atty. Balleque nga  sa daan nilang Volume Production, dili pa makadirekta ang Cocolife Cooperative pagbaligya sa ilang produktong VCO ngadto sa export market ug diha pa lang sila karon naga-supply sa mga consolidators nga maoy direktang naga-export niini.

3,108 Comvaleño nakabenepisyo sa libreng serbisyo sa panglawas sa Summer

COMPOSTELA VALLEY PROVINCE-----Miabot gayud sa 3,108 pasyenteng Comvaleño ang nakabenepisyo sa libreng serbisyo sa panglawas nga gitunol sa probinsiya panahon sa Summer ilalom sa mas gipalapad ug mas gipahugtang Provincial Health Outreach Program ni Gov. Arturo “Chiongkee” Uy gamit ang usa ka modernong Hospital on Wheels (HOW) sa probinsiya.

Ang Hospital On Wheels sa Comval mao ang usa ka dakong Bus nga dunay lain-laing mga lawak alang sa Medical, Dental, ug Surgical Procedures. Aircon ang maong mga lawak nga sangkap sa mga pasilidad.  Ang pagtunol sa probinsiya ug libreng serbisyo sa panglawas gamit ang Hospital on Wheels magbalhin-balhin sa lain-laing mga baranggay sa onse ka mga lungsod.

Sakay niini ang gipadalang Health Teams sa probinsiya nga kasagaran mao ang mga Staff diha sa Provincial Health Office (PHO) sa pagpanguna ni PHO Chief Dr. Renato Basañes. Apan dunay panahon nga motabang sad kanila ang mga Doctors, Nurses, ug uban pang Health Care Providers gikan sa PEEMO nga sakop usab ni PEEMO Chief Dr. John Edward Coloma.

Gitug-an mismo ni Dr. Juan C. Secuya-Provincial Health  Outreach Program Coordinator nga gikan Abril hangtud Mayo 2013,  miabot gayud sa 3,108 pasyenteng Comvaleño diha sa mga kabaranggayan ang nahatagan sa probinsiya ug libreng serbisyo sa panglawas nga naglangkob sa libreng opera-17 ka mga pasyente; libreng tuli- 808; libreng ibot-ngipon– 1,176; ug libreng konsulta sa doktor-1,107.  Ang tanang mga pasyente gihatagan usab sa probinsiya ug libreng mga tambal.

Gikan sa Abril 10 hangtud Mayo 27, 2013 ang mga barangay nga naserbisyohan sa Hospital on Wheels sa probinsiya  mao ang Brgy. Ogao sa Nabunturan, ang Brgy. Kidawa sa Laak, Brgy. Soldiers in pursuit as rebels abduct five soldiers anew in Paquibato District

Camp Manuel Yan, Mawab, Compostela Valley, June 18 (PIA) The military has launched a pursuit operation against a group of rebels who held five soldiers in a roadblock at Sitio Lubas, Barangay Paquibato Proper, 4:30 pm Monday

.

Captain  Raul Villegas, public affairs officer of the 10th Infantry Division said their primary concern now is the safety of the six soldiers who were held at gunpoint after they failed to notice the roadblock set up by the rebels who were clad in military uniform.

He identified the captives as Corporal Emmanuel Quezon, Privates First Class Ronald Gura, Bernie Padilla, and Donato Estandia and Private Marteniano Pasiagas, Jr., all members of the 60th Infantry Battalion.

Villegas said the members of the peace and development team in civilian attire were going to the market to buy food supplies for their scheduled feeding program when they were held by the rebels who were manning the roadblock.

He  said only 1Lt. Canitan, the officer of the group eluded captivity after he jumped off the motorcycle and threw himself in a ravine, when he noticed the unusual behaviour of the armed group manning the barricade.

“It is very unfortunate that the rebels dressed in military camouflage uniform and acted like they were military personnel to deceive commuters,” Villegas said. (PIA XI-Joey Sem G. Dalumpines)

NEDA-XI underscores establishment of Davao International Airport Authority

DAVAO CITY, June 18 (PIA) – The National Economic Development Authority (NEDA-XI) has recommended support for the immediate passage of House Bill 6693, an Act creating the Davao International Airport Authority (DIAA) to administer and operate the F. Bangoy International Airport (FBIA).

NEDA-XI, secretariat to the Regional Development Council (RDC-XI), said establishing the DIAA would affect to a more efficient and competitive administration and management of the Davao International Airport (DIA).

Strengthening the role of DIA as the transportation and logistics hub in Mindanao has also been espoused in the current development and physical framework plans of the Davao Region, said acting RDC-XI secretary Miguel Herrera.

Herrera raised the recommendation after presenting some specific and general comments drawn from member-agencies of RDC-XI, relative to the provisions in HB 6693 authored by Davao City 2nd district Congresswoman Mylene Garcia-Albano at the 15th Congress.

The comments and recommendations were laid down before members of the RDC-XI’s Development Administration Committee XI during the 2nd quarter meeting on June 11, 2013 at the NEDA-XI regional office.

RDC-XI vice chair and NEDA-XI regional director Maria Lourdes Lim said they will ask Congresswoman Garcia-Albano to convene with the RDC-XI to discuss the recommendations, emphasizing that the Bill has to be refined before the opening of the 16th Congress.

On the same meeting, DAC-RDC XI member Davao City Chamber of Commerce and Industry, Inc. (DCCCII) representing the private sector, presented a rejoinder reiterating the need to fast track the proposed establishment of DIAA.

The call was part of DCCCII official statement released on June 5, 2013, following the June 2 Davao runway mishap caused by one of Cebu Pacific aircrafts, which according to DCCCII “resulted to loss of million peso economic opportunity for Davao City and its adjacent provinces and cities, being the gateway of Mindanao.”

DCCCII suggested that DIAA should have its own charter and budget, with the mandate to ensure that the airport meets international standards, and that revenues generated by its operations should first and foremost be used for its upkeep and upgrade.

Herrera said RDC-XI has passed various resolutions last year to address observed poor services and facilities at the FBIA which includes the request to the President through the Department of Transportation and Communications (DOTC) Secretary to establish the Davao International Airport Authority (Res. No. 66, series of 2012).

Herrera said that the primary concern of the Council is on the improvement of the facilities and services of the FBIA, noting CAAP’s report that most of the equipment are old and need to be replaced, and that facilities need upgrading to internationally acceptable standards.

Another RDC XI resolution (Res. No. 69, series of 2012) recommended to DOTC-Civil Aviation Authority of the Philippines, the retention of at least 50% of the annual income generated by the FBIA for its regular operations and maintenance, as well as for capital investment.

According to CAAP-XI report, FBIA had earned gross income for the years 2009, 2010, 2011 and 2012 which amounted to P373M, P395M, P466M and P513M from toll and terminal fees.

“This shows that the airport is really earning,” Herrera commented.

Aside from the income of the FBIA, he said other factors must also be considered in the creation of DIAA such as the frequency/number of daily flights, number of airlines, airport maintenance and operations and compliance with standards of the International Civil Aviation Organization (ICAO).

Presently, there are about 64 flights daily (inbound and outbound) at FBIA by seven airlines namely: Philippine Airlines, Cebu Pacific, Air Philippines, Zest Air, Sea Air, Air Asia and Silk Air – international flights to Singapore (4 times daily), according to CAAP-XI. (PIA-XI/Carina L. Cayon)

Nutrition Council gives cash assistance to ComVal

NABUNTURAN, Compostela Valley Province, June 18 (PIA) – The National Nutrition Council (NNC) has given cash assistance on Monday to the Municipal Nutrition Action Officers, Municipal Nutrition Coordinators, and Barangay Nutrition Scholars (BNS) from six towns in the province.

NNC-XI regional nutrition program coordinator Ma. Teresa L. Ungson personally handed over to the beneficiaries the cash assistance along with bags and T-Shirts from NNC Central Office and office supplies from NNC-XI during the turn-over ceremony on June 17 at the Provincial Capitol. 

The NNC has identified 207 recipients who were victims of typhoon Pablo. They were each given a cash assistance worth P10,000.

Their respective Municipal Nutrition Council Offices of New Bataan, Maragusan, Compostela, Montevista, Monkayo, and Laak were also given office supplies as support to their operation.

Governor Arturo T. Uy through executive assistant Isabelo L. Melendres thanked the NNC for the interventions, saying “It’s such a great help to the nutrition working force of the province.” 

Ungson emphasized that despite of what the province has went through because of Typhoon Pablo, it still remains to be strong when it comes to nutrition programs and is still one of the best nutrition implementers in Region XI.  (IDS-Comval/Grace Almedilla)

Government expert insists relocation of hazard area in New Bataan

DAVAO CITY, June 18 (PIA) An officer of  Project NOAH ( Nationwide Operational Assessment of Hazards) insisted that residents of Barangay Andap, in New Bataan, Compostela Valley have to relocate to safer ground away from its previous location to prevent further loss of lives during flash floods which happened during the onslaught of typhoon Pablo.

Speaking to reporters in the 21st PAGASA-DOST Seminar Workshop for Southern Mediamen, Oscar Victor Lizardo, chief science specialist of Project Noah said Barangay Andap is located in an alluvial fan where the flow and direction of water and debris during heavy downpour and flash floods are unpredictable.

He said relocation is an issue that the local government has to decide.

Lizardo said that aside from their office, the National Housing Authority and the National Disaster Risk Reduction and Management Council need to step in to stress the relocation of residents.

“The residents must be taken away from that alluvial fond since it is not safe for habitation. It is no longer safe to live there,” he said.

Lizardo revealed based on their disaster assessment, a debris flow occurred in Barangay Andap during typhoon Pablo.

He said the flash flood in Barangay Andap during the occurrence of typhoon Pablo was accompanied by several kilometres of stone debris.

Lizardo explained that a debris flow is hard to predict since it changes direction from time to time especially if its former path is already blocked by huge rocks and stones.

“The barangay’s location  is not suitable for settlement because it is susceptible to debris flow, thus the need for relocation,” he said.

Lizardo described the ordeal of the residents of Barangay Andap during the typhoon as unimaginable since as heavy rains and strong winds battered the place, a flash flood occurred carrying with it large stones as big as a bus or with  a height as high as nine meters for more than one hour.

He said Project Noah turns one year on July 6 in its functions to prevent, mitigate, to prepare and  to assess disasters and calamities in coordination with the Philippine Atmospheric Geophysical Astronomical Services Administration, local governments and the residents.
